Mineral Economist (8/27/10)
Khyber Pukhtunkhwa Province, Pakistan

The Consultant(s) shall accomplish the following:

  • Work closely with another mining/mineral expert covered under a separate scope of work and conduct a review of the mineral sector of the province and propose a strategy for its efficient management, regulation and promotion
  • Analyze the existing regulatory and institutional framework governing the mining industry in KHYBER PUKHTUNKHWA Province
  • Provide examples of best practice mining policy and regulations
  • Through consultation with public and private sector stakeholders, identify key constraints to regulatory environment of the mining and quarrying industry
  • Analyze existing support services being extended by the respective provincial governments to the industry
  • Provide  recommendations to address gaps in current laws, regulatory and institutional arrangement and business processes in the Province
  • Provide guidelines on protocols for best mining practices
  • Draft, in coorination with another mining/mineral expert, international best practice mining policy to fit the KHYBER PUKHTUNKHWA Province context
The consultant should have at least Masters degree in mining engineering, mineral economics or any other related field and should have at least 15 years of experience.

Institutional Expert (8/27/10)
Khyber Pukhtunkhwa Province, Pakistan

The Consultant(s) shall accomplish the following:

  • Work closely with another mining/mineral expert covered under a separate scope of work and conduct a review of the mineral sector of the province and propose a strategy for its efficient management, regulation and promotion
  • Provide examples of best practice environmental regulations for the mining/mineral sector
  • Review the existing mining policy and regulations with respect to environmental compliance and propose best practice environmental regulations
  • Through consultation with public and private sector stakeholders, identify key constraints to the regulatory environment of the mining and quarrying industry
  • Analyze the existing regulatory and institutional framework governing the mining industry in KHYBER PUKHTUNKHWA Province
  • Analyze existing support services being extended by the respective provincial governments to the industry and make recommendations on restructuring and enhancing the same
  • Provide  recommendations to address gaps in current laws and existing mining concessions for efficient utilization of the Province’s natural endowmnents, while ensuring best practice environmental compliance
  • Jointly draft, in coordination with another mineral sector expert, international best practice mining policy to fit the KHYBER PUKHTUNKHWA Province context
The consultant should have at least Masters degree in mining engineering, mineral economics or any other related field and should have at least 15 years of experience.

Land Law Examiner (8/5/10)
Arvada, CO

Premier Data Services of Arvada, CO was recently awarded a project with the Bureau of Land Management (BLM), Colorado State Office to improve the quality of the Legacy Rehost 2000 database and manual records (Master Title Plat, Historical Index and Control Document Index).  The result of this work will be used by BLM to more efficiently evaluate leases for renewable energy or other projects, thereby saving the public and agency time in the application process.  This will also improve the automation and quality assurance of BLM’s current land status information.

In order to successfully complete this project; Premier is hiring 1 – 2 full time temporary positions.  The position(s) is responsible for validating active and pending land status for approximately 1,400 Public Land Survey System (PLSS) townships in Colorado.  Specialized experience is further defined as validation of disposal, use of, or title to public lands, issuance of leases, licenses, or permits for land or resources use; title searching, interpreting land records and legal descriptions.
